It is also said in the report that on December 4, 2017 a representative of the International Monetary Fund in Ukraine made a statement that the IMF demands repealing this moratorium on the sale of land for agriculture. This is one of the four conditions that Ukraine will have to fulfill somehow before it can receive another cash transaction from the IMF.
It should be recalled that the first time this moratorium was introduced in early 2001. Then, the law provided for a short-term validity of this moratorium. Only until the Land Law has been drafted and adopted, and so far the necessary norms and changes have not been made to the Land Code.
In 2001, the Parliament adopted the Land Code, but it did not provide for the abolition of the ban on the sale of land, it provided for the absolutely opposite – they extended the ban until the end of 2005.
Since the Land Code was adopted, the moratorium was extended eight times.
The Parliament of Ukraine decided to extend the moratorium on the sale of land for another year, which caused numerous controversies and discussions in society. In particular, some experts fear that this decision may have a negative impact on the development of the agricultural sector and investment in this area.
On the other hand, there is an opinion that extending the moratorium on land sales will help protect the interests of local residents and prevent rash land sales that could lead to its concentration in the hands of large companies or foreign investors.
However, no matter what the consequences of this decision may be, it is temporary and does not solve the main problems in land legislation in Ukraine. In order to attract investment and ensure the sustainable development of the agricultural sector, it is necessary to take long-term and effective measures aimed at improving the legislation and regulation of the land market.
Thus, the increase in the term of the moratorium on the sale of land in Ukraine causes numerous discussions and disputes, but does not solve the main problems in land legislation. In order to ensure the sustainable development of the agricultural sector and attract investment, long-term and effective measures are needed.
